Roadworks and Blocked-Traffic Refund
How does it work?
From 1 June 2026* it became possible to request a refund for delays caused by roadworks or blocked traffic on one of the elementary sections (a segment of the motorway network bounded by an entry or exit point and the next) travelled by the user.
* This service was introduced for transits made from 1 June 2026 following ART (Transport Regulation Authority) Resolution no. 211/2025, which applies to all Italian motorway concessionaires, and is not retroactive.
How is it calculated?
Roadworks or blocked traffic may cause inconvenience to users. The refund is paid where there is a limitation on the use of the infrastructure, and is calculated in proportion to any delay accrued, measured as the difference between the estimated average travel time and the actual travel time, at the speed permitted for each vehicle (light or heavy).
How do I obtain it?
It is available only to users registered with the service: you must register on the website (or via the App, or at the Punto Verde – the on-site customer service point) by selecting the Roadworks and Blocked-Traffic Refund option and following the instructions. For users registered with a number plate and electronic toll device, the refund is calculated and paid automatically.
Further information
Roadworks and Blocked-Traffic Refund
The Roadworks and Blocked-Traffic Refund is the Autostrada Pedemontana Lombarda service that grants users a full or partial refund of the motorway toll in the event of slowdowns or traffic stoppages. The refund applies where, while travelling on the A36, A59 or A60, slowdowns occur due to the presence of non-emergency roadworks or to blocked-traffic situations, in compliance with Resolution no. 211/2025 of the Transport Regulation Authority.
The Roadworks and Blocked-Traffic Refund is a specific form of user protection, distinct from any other type of refund or compensation, and applies to transits made from 1 June 2026 on the sections managed by Autostrada Pedemontana Lombarda.
How to tell who is entitled to the refund
- travels on sections of the A36, A59 or A60 affected by non-emergency roadworks (that is, not linked to unforeseeable situations such as accidents or extraordinary events)
- is caught in a blocked-traffic situation for at least 60 minutes
Entitlement to the refund is determined on the basis of the inconvenience actually suffered and the information recorded by the traffic monitoring systems. Autostrada Pedemontana Lombarda automatically verifies, for each journey, whether the conditions giving rise to entitlement to the Roadworks and Blocked-Traffic Refund are met and determines the amount where due. Only users who have duly paid the toll are entitled to the refund.
To check whether the conditions for obtaining the refunds are met and to receive information, you may contact Autostrada Pedemontana Lombarda’s Customer Care, visit the “General Information” section accessible from the home page of www.pedemontana.com, or go to the Punto Verde in Mozzate (near the A36 interchange).
Please note. Until 31 December 2027, the toll refund does not apply to inconvenience arising from mobile roadworks, in accordance with the regulations issued by the Transport Regulation Authority.
How the refund is calculated
The Roadworks and Blocked-Traffic Refund is calculated on the toll amount actually paid, net of any discounts or concessions.
The calculation methods vary depending on the cause of the disruption:
- Where non-emergency roadworks are present, the refund is determined on the basis of:
- the impact of the roadworks on the section travelled
- the characteristics of the roadworks
- the actual delay compared with the standard travel times for the section
Where there is blocked traffic, the refund is granted on an increasing scale according to the duration of the block:
- 50% of the toll for inconvenience between 60 and 119 minutes
- 75% for inconvenience between 120 and 179 minutes
- 100% for inconvenience of 180 minutes or more
The amount of the Roadworks and Blocked-Traffic Refund is therefore determined objectively, according to technical criteria laid down by the regulations in force (ART Resolution no. 211/2025) and applied automatically to the transits recorded and duly paid.
How to obtain the refund
To obtain the Roadworks and Blocked-Traffic Refund, you must register in the “Refunds” area on www.pedemontana.com, in the “Roadworks and Blocked-Traffic Refund” section, also accessible through the Pedemontana Lombarda App, or at the Punto Verde in Mozzate.
When registering, the user must:
- enter their personal details and an IBAN for the credit of the refund
- register the vehicle’s number plate or the identifier of the electronic toll device
- upload any documentation requested (for example, invoice, vehicle documents or payment receipt)
The refund may be granted:
- automatically, in the case of registration by electronic toll device or number plate, with verification of transits and direct credit
- on request, in one-off cases, by uploading the payment receipt/invoice.
Refunds:
- are verified and calculated automatically by Autostrada Pedemontana Lombarda
- are accrued in the user’s personal area
- are paid by bank transfer once a minimum amount is reached (at least €1)
- are not granted if below €0.10
The Roadworks and Blocked-Traffic Refund request must be submitted within 12 months of the transit date; requests submitted outside this period or relating to unpaid tolls cannot be accepted.
Please note: The refund applies exclusively to the motorway sections operated under concession by Autostrada Pedemontana Lombarda and is not due where the roadworks arise from emergency situations or where the traffic block lasts less than 60 minutes. Refunds below €0.10 will not be accrued or paid. Read more in the Terms and Conditions.
